This position is responsible for the overall enforcement of the adopted State Building Code, Ordinances, and Maintenance Standards of the City of Clarksburg.
This position, as needed, will also be responsible for enforcing State laws and City ordinances pertaining to the care, treatment, licensing, and vaccinations of animals within the city limits.
Job Duties and Responsibilities This position's primary role is Code Enforcement and will be required to maintain files on commercial and residential properties as they apply to violations and inspections, and perform other assigned duties as directed by the Code Enforcement Director.
Must possess the ability to communicate corrective measures to property owners to enable compliance with City Standards and Ordinances.
In addition to code enforcement, this position is required to capture stray and unwanted animals and impound them at the county animal shelter.
Any one position may not include all the specific duties listed, nor do the job examples cover all the duties, which may be performed.
Duties are subject to change as operations are deemed necessary.
Plan and organize inspection and enforcement activities.
Respond to complaints of violations of the Standards and Codes of the City of Clarksburg and animal control.
Fields questions related to compliance, Ordinances and Standards for code and animal control issues.
Field Inspections of residential and commercial properties for compliance, and issues Certificates of Use and Occupancy, Notices of Violations, Work Orders for Public Works, and Condemnation Notices and Postings.
Administrative work in the enforcement of City building and zoning ordinance/code regulating construction, alterations, and demolition of structures and land use.
Maintains accurate files on residential and commercial properties related to inspections, registration of rental properties, compliance issues, violations, condemnations, and demolition orders, etc.
Presents cases before the Municipal Court for adjudication.
Analyzes lot coverages and setbacks for projects.
Issues work orders for properties that require grass cutting, boarding up, garbage clean-ups, etc.
Prints, files, photocopies, and distributes reports/correspondence for interdepartmental, public, and State agencies.
Responds to public requests, questions, and complaints in person and by phone.
Promotes an image of professional courtesy as a representative of the City of Clarksburg.
Performs related work and duties as needed or assigned by superiors.
Maintains the confidentiality of all records, reports, and correspondence.
Performs all duties and functions in accordance with Policy and Procedure set forth by the City of Clarksburg Employee Handbook.
As part of animal control, incumbents will be required to lift, and capture injured and/or sick animals and transport them to a local veterinary hospital for treatment.
Investigate complaints of inhumane treatment of animals.
Ensure that the animals' food, water, sanitation, and housing are adequate to the City Code.
Advise citizens of Animal Control Trap Agreement and the use of traps and laws concerning trapping animals.
Issues verbal and written warnings and citations for violations of animal regulation, laws and ordinances.
Question suspects who may have violated animal regulation laws and ordinances.
Educate the public on State laws, City ordinances, Department policies and other topics such as animal identification, behavior, and care.
Performs related duties as assigned or required.
Required Qualifications The incumbent must be a high school graduate or equivalent.
Candidates must be able to qualify as a Building Inspector to West Virginia Code 29-3-5 and West Virginia C.

, including any and all educational and licensing requirements as required by the City of Clarksburg Code.
Candidates will also be required to obtain Animal Control Officer Training through the National Animal Care & Control Association (NACA) or an equivalent certification.
The applicant must have a valid driver's license.
The position requires the ability to type, use computer software packages, and operate ordinary office machinery.
Required to pass a professional administered pre-employment drug test and background check.
Knowledge, Skills, and Abilities Requires the ability to work with minimal supervision.
Working knowledge of the State adopted Building Code, NFPA Electrical Codes, the City of Clarksburg Maintenance Standards and referenced regulations.
Working knowledge of building construction materials and building and housing codes.
Ability to perform thorough and efficient inspections of structures construction sites and processes.
Must possess effective verbal and written communications skills.
Knowledge of the principles of record keeping and records management.
Ability to deal harmoniously with all levels of personnel, the business community, employees, officials and the general public.
Effectively present facts and materials before the Municipal Court to prove non-compliance issues.
Ability to ascertain the proper owner of record for all properties, to ensure proper notification of compliance issues as it pertains to the Standards and Codes of the City of Clarksburg.
Knowledge of the city policies, procedures, and general safety practices, legal liabilities and responsibilities, animal capture and restraint techniques and equipment.
Knowledge of regional animal care resources and of the geographical area, roads, and landmarks of surrounding areas.
Skills of capturing, controlling, containing, and transporting animals to animal control for impoundment.
Knowledge of symptoms, causes, procedures and reporting requirements for rabies control and other common animal diseases.
Skill of identifying various types of animals, recognizing abnormal behavior and symptoms of animal diseases.
Exercise patience, care, and compassion in dealing with animals.
Physical Standards Required to Perform Essential Job Duties:
The position performs work where the employee is frequently required to sit, talk, or hear, use hands to finger, handle, feel, or operate objects, tools, or controls, and reach with hands and arms or sustained keyboard operations.
The employee is required to walk and operate a vehicle.
The employee must be able to lift and/or move up to 15 lbs.
Specific vision abilities required by this job include close vision and the ability to adjust focus.
The noise level in the work environment varies as the position requires working in an office setting and in the field.
